Would be it possible change OCAM so that contact lists can be defined for each route, e.g. different contact lists for Thermography and VA routes? This would also help if a clients site is split into areas which are managed by different groups of people, so only those that are in that area receive the report email.

We use the reporting notes in UME at account level as a reminder. It comes through into OCAM, eg:
"Only send report emails if there are 3 or 4 star severity items.
Contact Nigel Marsh & Paul Radice for review of recommendations.
Do not forget to send off QGC specific timesheet for analysis & review work.
Ascent Database: QGC BELLEVUE 3+1.FDB
All piping vibration reports to include QGC-UpstreamPipingVibration@shell.com in email list"

I didn't think it would be easy, even for a man of your caliber!! Maybe an additional comments box in the user details so that we can put comments such as "Thermo reports only" or "All Reports" or "VA only" which is included in the email recipient dialog box, so we know who to check/uncheck for the emails.

This is not easy to implement. However, before sending notification emails, you can use checkboxes to select the right recipients from the recipient list.
Splitting site is practical, but the splitting itself is also troublesome for existing jobs.
